Abstract: PROBLEM TO BE SOLVED: To provide a fuel cell power generating system and its generating method with a methane generating device and a hydrogen generating device mounted in a fuel cell, and capable of greatly reducing gas contaminating the environment. SOLUTION: The fuel cell power generating system, generating power by electrochemical reaction between hydrogen fuel and an oxidant, is provided with a hydrogen generating part 12 generating hydrogen gas from wastes 10, a methane generating part 14 generating methane gas from the wastes 10, a fuel processing device 34 obtaining hydrogen gas by reforming the methane gas generated at the methane generating part 14, a fuel cell part 38 supplying the hydrogen gas from the hydrogen generating part 12 to generate power by the electrochemical reaction with the oxidant 24, a hydrogen fuel supply part 54 supplying the hydrogen gas obtained from the fuel processing device 34 to the fuel cell part 38, and an exhaust heat supply line 42 supplying exhaust heat from the fuel cell part 38 to the hydrogen generating part 12 and the methane generating part 14. Abstract: PROBLEM TO BE SOLVED: To provide an energy control network system for environmental protection by uniquely controlling power and heat generated naturally or by utilizing non-used energy sources. SOLUTION: A demand-supply estimation unit 12 of a control center 1 estimates demand and supply of energy in an object area, a plan preparation and support/LCA and LCC evaluation unit 13 supports preparation of an energy generation plan in an energy generation plant 5 to utilize nature and non-used energy sources, and simulates an environmental effect and the cost for each generated plan. An operation planning and support unit 14 determines the energy generation plan optimum for the object area based on he result of simulation, prepares the operational plan of each energy generation plant based on the plan, and notifies it to each plant.
