Abstract: A communications system (100) and method (600) are provided that enables the balancing and rate matching of different types of services used simultaneously by a mobile terminal (130). More specifically, the communications system (100) includes a network (120) and mobile terminal (130) either of which is capable of matching the bit rates of a plurality of transport channels (300) each handling a service to a bit rate of a physical channel handling multiplexed services using relative offset measures and predefined rules. The network (120) assigns and signals the relative offset measures to the mobile terminal (130).

Abstract: A method for processing multiple data services over a communications link between a mobile station and a base station is disclosed. A RLC/MAC protocol layer of the communications link between a mobile station and a base station receives a plurality of radio bearer services each including at least one service provided by the mobile station. The plurality of radio bearer services are processed in such a manner that services having substantially similar quantity of signal requirements are combined for transmission on a single logical channel. Data within the transmission blocks may be prioritized to enable flexible control of transmission rates.

Abstract: An optimal data block size is determined for use in transmitting data at variable rates over a communications link in predetermined time intervals, where each predetermined time interval has the same time duration. Rather than varying data block size according to changes in transmission rates, which adds unnecessary complexity, the data blocks all have the same fixed size, i.e., the same number of data bits in each block. That fixed data block size is determined so that for all of the available data transmission rates, each predetermined time interval is fully occupied with useful information. The fixed data block size is determined based on a maximum frequency at which the transmission rate may change on the communications link and a lowest available transmission rate. Preferably, the fixed size of each date block is limited by predetermined maximum and minimum data block sizes in order to reduce the number of bit errors per data block, maintain a certain data throughput, and limit the amount of overhead bits relative to the number of payload bits for each data block.

Abstract: Methods of controlling the power levels of transmitted signals in telecommunication systems are described. A user may be assigned a plurality of radio bearers associated with a plurality of physical channels for communicating with a radiocommunication system. A fast power control loop monitors a reference channel and adjusts transmit power in accordance with an SIR target value. A plurality of slow power control loops adjust the SIR target value and also provide offset transmit power values associated with each physical channel to adapt the transmit powers in accordance with varying quality requirements between radio bearers.

Abstract: In a multi-access communication system, a terminal is kept reachable through a first access network, which is most resource efficient one of the available access networks for keeping the terminal reachable. The terminal scans passively for the existence of usable base stations for other access networks of the system and reports data associated with such existences to the first access network. When a request for a call to the terminal is received, a paging is performed in the first access network. The paging message comprises information about preferred access network, based on the reported data of the existence of usable base stations or access points of other access networks. The terminal connects to the preferred access network and performs a call set-up directly in the preferred access network.
