    Abstract: PROBLEM TO BE SOLVED: To reduce a rainfall loss by conducting adaptive closed loop power control and using a down link power monitor. SOLUTION: The satellite communication system includes at least one satellite communication signal repeater 12, at least one ground station 18 sending a feeder link comprising plural communication signals to at least one satellite communication repeater 12, and plural user terminals 13 each of which receives one of user link communication signals from the satellite communication signal repeater. The satellite communication system further includes the closed loop power control system 80 having plural internal loops 84 and an external loop 82. Each inner loop 84 compensates a loss of communication signal caused at least between the user terminal 13 and the satellite communication repeater 12 for one of the user links. Then the external loop 82 compensates a loss of a feeder link caused between the ground station 18 and the satellite communication signal repeater 12 for all the user links.

    Abstract: PROBLEM TO BE SOLVED: To provide a method and system for measuring power density in the antenna of a user terminal from closed loop power control information by means of a gateway. SOLUTION: When the gateway 18 judges that power density exceeds a threshold while connection is maintained, connection is terminated before the average transmission power density level of the user terminal 13 exceeds a prescribed threshold level and an absolute threshold level. A heating or visual indicator gives an alarm that present connection is to be terminated soon to a user. In an off period when telephone is inhibited, only the prescribed type of telephone call such as emergency telephone is permitted. A power density monitor function is provided in the user terminal and information is transmitted to the gateway through a return link 17B. A majority decision and other technology is used by the gateway before connection is terminated. In such a case, power density measurement executed in the gateway is given priority and the user terminal is prevented from intentionally or suddenly stopping the power density monitor function.

    Abstract: PROBLEM TO BE SOLVED: To provide a method and a system for correctly issuing a demand with respect to the amount of satellite communication system resources to be assigned and used to a user terminal for each speech or connection. SOLUTION: Data, indicating the system resource amount under use both on a forward link from a gateway through a satellite to the user terminal and on a backward link from the user terminal via the satellite to the gateway, are periodically collected during connection. These data to be used contain a power level, data rate, the location of a user terminal and the type of the user terminal. A gateway 18 assigned for making a telephone call to a user terminal 13 integrates data and next transfers the data through a data network 39 on the ground to a ground operation control sensor 38. While using these data, a center determines a tariff which a service provider should demand payment corresponding to a service area, including the gateway. Further, while using these data, the center prepares statistical information expressing communication traffic to be handled by the gateway and derives predicted resource assignment and resource plan information for the gateway.

    Abstract: PROBLEM TO BE SOLVED: To complete connection or speech when the exposure of a user becomes over a prescribed threshold limit by defining power density at the antenna of a user terminal from closed loop power control information. SOLUTION: A gate way(GW) 18 monitors power radiated from the directional antenna of the user terminal(received by a return link), converts the radiated power into power density in the body of a user (based on a distance between an antenna 13A and the user), records how large the power density over a prescribed threshold value limit and time-averages the recorded density. When an average general power density clearly becomes a prescribed exposure, the GW 18 sends a message to a controller 13E buried in a terminal 13 through a forward link. In response to that, the controller 13E displays the message to the user showing that telephone under speaking is immediately finished on the display 13F of a terminal picture.

    Abstract: This invention provides a method and system for accurately accounting for an amount of satellite communications system resources that are allotted to and utilized by a user terminal on a per call or connection basis. The method accumulates data at periodic intervals during a connection, the data indicating what portion of the overall system resources are utilized on both a forward link (gateway to satellite(s) to user terminal) and on a reverse link (user terminal to satellite(s) to gateway). The usage data can include power levels, data rates, user terminal location, and user terminal type. A Gateway (18) that is assigned to handling the call for the user terminal (13) accumulates the data and subsequently transfers the data over a terrestrial data network (39) to a Ground Operations Control Center (38). The center uses the data to determine an amount to be billed to a service provider associated with a service area that includes the gateway. The center may also uses this data to derive statistical information describing the communications traffic handled by the gateway, and to derive predicted resource allocation and resource scheduling information for the gateway.

    Abstract: A method and system wherein a system gateway (18) determines, from closed loop power control information, a power density at an antenna (13A) of a user terminal 13. The gateway also maintains a record of a duration of time that the power density exceeds a specified threshold. The gateway determines if an averaged transmitted power density associated with the antenna of the user terminal will equal or exceed at least one of a predetermined threshold level, within a specified period of time, or an absolute threshold level. If the gateway determines that a threshold will probably be exceeded if the call connection is maintained, the gateway terminates the connection prior to a time that the user terminal averaged transmitted power density level equals or exceeds the predetermined or absolute threshold level. A tone or a visual indicator may be employed to warn the user that a current connection or call will be terminated. Provisions are made for allowing predetermined types of calls (e.g., emergency calls) to be made during a cutoff period wherein the user terminal is prohibited from placing further calls. It within the scope of the invention to perform the power density monitoring function also within the user terminal. In this case information may be transferred to the GW over a return link, and majority voting or some other technique can be employed by the GW before terminating the connection. In this case the power density determination made at the GW has priority over that made in the user terminal to prevent a user terminal from intentionally or inadvertently defeating the power density monitoring function.

The satellite communication system further includes a closed loop power control system (80) having a plurality of inner loops (84), individual ones of which operate to compensate one of the user links for communication signal impairments occurring at least between the user terminal and the at least one satellite communication repeater, and an outer loop (82) which operates to compensate all of the user links for feeder link impairments occurring between the at least one ground station and the at least one satellite communication signal repeater.
