    Abstract: The invention provides a bleach composition or a dye composition for hair which, during use, includes a mixture of a first composition containing an alkali agent and a second composition containing an oxidizing agent, the bleach or dye composition containing (A) an organic solvent having a partition coefficient (octanol-water) (log P) at 25°C of 0.3-6 and a molecular weight of 200 or less, in an amount of 1-70 wt.%; (B) an organic solvent having a log P of less than 0.3, in an amount of 0-8 wt.% and less than that of component (A); (C) an alkali agent in an amount of 0.1-10 wt.%; (D) an oxidizing agent in an amount of 0.1-12 wt.% as reduced to H 2 O 2 ; (E) water in an amount of 20-70 wt.%, and (F) a cationic surfactant in an amount of 0.01-10 wt.%, and has a pH of 7.5-12 after mixing of the first composition and the second composition. The bleach or dye composition provides less offensive odor; exhibit excellent hair-bleaching power and hair-dyeing power; and exhibit excellent hair-conditioning effect during and after treatment.

    Abstract: An oxidation-type hair bleach or dye which is composed of a first lotion containing an alkali agent and a second lotion containing an oxidizing agent, contains the following components (A), (B), (C), and (D) in amounts described below based on the whole of the mixture of the first lotion with the second one, and has a pH of 8 to 12: a water-compatible organic solvent exhibiting an octanol-water partition coefficient (logP) of 0.3 or above at 25°C and having a molecular weight of 200 or below: 8 to 40 wt%, an alkali agent: 0.1 to 10 wt%, an oxidizing agent: 0.1 to 12 wt% in terms of hydrogen peroxide, and water: 25 to 70 wt%. This hair bleach or dye has a high bleaching power, can dye the hair in a good bright color, and is lowered in the irritant stench and the irritation to the scalp.

This hair bleach or hair dye has excellent bleaching power and can color hair into a light tone and a good shade, and has a reduced irritating odor and is low in irritation to the scalp.
