Abstract: PROBLEM TO BE SOLVED: To obtain an oil-in-water emulsion composition which can be produced by stably emulsifying an oil phase containing an amphipathic lipid such as ceramide with a low-concentration surfactant and is excellent in use feeling, and to provide a production method therefor.
SOLUTION: The oil-in-water emulsion composition comprises (A) at least one of prescribed quaternary ammonium salt-type cationic surfactants, (B) an amphipathic lipid, (C) at least one of dihydric and trihydric alcohols and (D) water, the content of the cationic surfactant (A) being 0.1-1 mass%. The production method for the oil-in-water emulsion composition comprises mixing at least one of the cationic surfactants (A) with at least one of the dihydric and trihydric alcohols (C), adding an oil phase containing the amphipathic lipid (B), and then adding an aqueous medium.
