Abstract: A call control method and an apparatus thereof based on QoS are provided to perform a call request or a channel allocation by differentiating a call control according to a drop rate between services or a drop rate between neighboring cells. A QoS output unit(210) produces a first wireless network QoS(Quality of Service) every window. If the QoS does not reach the standards QoS, a time window controller(220) sets up the next time window as perpendicular the time window. In case the second wireless network which is the first wireless network and different kind and the possible with data communications lice mobile terminal request the house for the time window, a call control function(230) performs the first vertical handoff to the second wireless network.
