The invention relates to a method and an apparatus for controlling seamless handover between heterogeneous networks based on IPv6 over IPv4 tunneling. When IPv6 service is provided using tunneling in an IPv4 based network environment, handover of a mobile terminal between different networks is achieved through switching of an active tunnel and a standby tunnel, and thus handover between different networks is facilitated and data loss is prevented to secure continuity of service provided to the mobile terminal even when the mobile terminal hands over to a heterogeneous network.

A method and system for supporting Internet protocol (IP) mobility independently of the IP version of a transport network are provided. The method includes providing a mobility control apparatus, which maps the home addresses of a plurality of mobile terminals, including first and second mobile terminals, and the Care-of-Addresses (CoAs) of the mobile terminals, and setting a first control tunnel between the mobility control apparatus and the first mobile terminal, the care-of-addresses varying from one transport network to another transport network; setting a second control tunnel between the mobility control apparatus and the second mobile terminal; and enabling the first and second mobile terminals to exchange a data packet with each other through the first and second control tunnels.

A call control method and an apparatus thereof based on QoS are provided to perform a call request or a channel allocation by differentiating a call control according to a drop rate between services or a drop rate between neighboring cells. A QoS output unit(210) produces a first wireless network QoS(Quality of Service) every window. If the QoS does not reach the standards QoS, a time window controller(220) sets up the next time window as perpendicular the time window. In case the second wireless network which is the first wireless network and different kind and the possible with data communications lice mobile terminal request the house for the time window, a call control function(230) performs the first vertical handoff to the second wireless network.

A handover method of a mobile terminal connected to AP and a mobile communications system using the same are provided to connect the mobile terminal to optimum AP by selecting AP according to the association of the AP, bandwidth and intensity of link signal. A mobile terminal(100) is connected to a first AP(Access Point). A media-independent handover information server(600) stores the first AP and the second AP information. In case it handovers to the second AP, the mobile terminal receives the second AP information from the media independent handover information server. If the second AP performance according to the second AP information is more excellent than the first AP performance, it handovers from the mobile terminal to the second AP.
