Abstract: PROBLEM TO BE SOLVED: To attain simple coding at a high compression rate by splitting image data into blocks and applying compression coding to each block through the use of a BMI of each block. SOLUTION: Digital image data are divided into blocks each consisting of M1 ×M1 pixels, each block is discriminated as to whether each block is an edge block or other intermediate block and the intermediate block is compression-coded in the 1st process. In the 2nd process, each edge block is divided into blocks consisting of M2 ×M2 pixels which are smaller than the of M1 ×M1 pixels (M1 >M2 ), edge blocks and intermediate blocks are distinguished by the same method as the 1st process, a closest pattern is selected among M2 ×M2 pixel patterns prepared in advance in the case of edge blocks, its index, a size of BGV, and a mean value of edge block data are coded. In the 3rd process, intermediate blocks of the M2 ×M2 pixel blocks are compression-coded. Moreover, in the 4th process, a code to identify the intermediate block of the 1st block from the edge block of the 2nd block is added. The intermediate blocks in the 1st and 2nd processes are coded by using only their BMI.
