Abstract: PROBLEM TO BE SOLVED: To provide a communication system where many users share a transmission medium in common to transmit data and the data can be transmitted by utilizing a transmission capacity having already been assigned or not in use. SOLUTION: Controlling a rate of change in a transmission rate of each variable transmission rate data transmission service or the like within a limit of not deviating the concept of the existing variable transmission rate service can predict an idle transmission capacity available in the communication system in order to predict data traffic of the variable transmission rate data transmission service or the like the data traffic of which cannot actually be predicted and utilizing the idle capacity to transmit data can effectively utilize the transmission capacity of the system.
