Abstract: PROBLEM TO BE SOLVED: To provide a turbo code decoder and a decoding method that reduces a decode delay of a turbo code so as to stably provide a high-speed multimedia service with high quality and to provide a computer-readable recording medium for recording a program to realize this method. SOLUTION: The decoder of this invention includes channel estimate means 210, 211 that estimate a channel state from a signal received from a transmission end to measure a signal to interference ratio(SIR), a control means for controlling the number of repetitive decoding times that compares the signal to interference ratio(SIR) measured by the channel estimate means with a threshold value having been already set so as to control the number of repetitive decoding times, and a decoding means 250 that decodes the signal repetitively by the number of times controlled by the control means for the number of repetitive decoding times.
