    Abstract: PROBLEM TO BE SOLVED: To provide a guaranteed access to a priority subscriber such as an emergency personnel by reserving radio communication equipment for a radio wave subscribers assigned to service priority larger than a prescribed threshold. SOLUTION: A radio service provider manually activates a system and provides radio communication service which is guaranteed for a priority radio communication subscriber 101 by the selected service priority degree when an emergency situation occurs. In this case, a usable radio communication capacity in the communication system is measured, a prescribed delay is given when the capacity is not smaller than the prescribed threshold and a main process is started again. Unless the capacity is smaller than the prescribed threshold, the main system is activated. In any case, access to the reserved radio communication capacity in the radio communication system is provided to the radio wave subscriber to which the prescribed service priority is assigned.

The MSC is responsive to a "RemoteFeatureRequest" Invocation by the roaming mobile station in which the subscriber's directory number is the same as the dialed digits by routing the call from the mobile station to the subscriber's voice message center. The MSC may also be responsive to a "OriginationRequest" employing the subscriber's directory number as the dialed digits by routing the roaming mobile station's call to the subscriber's voice message center. The MSC may make this determination on the basis of information stored in a local database that indicates the method employed by other telecommunications devices, such as other MSCs, Visiting Location Registers (VLR), or Home Location Registers (HLR), within the system. One of the methods, that is, the use of an Origination Invocation or the use of a RemoteFeatureRequest invocation, may be chosen as a default method.

    Abstract: An apparatus, method and system are disclosed for providing a default mode for authentication failures in a mobile telecommunication network. The system includes an authentication center (typically co-located within a home locati on register), an adjunct network entity, and an originating mobile switching center. The home location register generally stores information pertaining to a mobile unit, such as a cellular or PCS mobile telephone. The adjunct network entity contains one or more application nodes, such as an announcement application node for providing an announcement on a call leg to the mobile unit. When the network has been accessed by a mobile unit through a call leg, the originating mobile switching center is configured to perform an authentication procedure. The originating mobile switching center further is configured, when the authentication procedure has resulted in an authentication failure, to receive a message from the authentication center to deny the mobile unit access to the network, to terminate a communication session with the mobile unit, and to route the call leg to the announcement application node for the provision of an announcemen t on the call leg to the mobile unit. Following such an announcement, the originating switching center is also configured to route the call leg to a customer service center , for example, to reprogram the mobile unit.

    Abstract: The system for providing guaranteed wireless communication service to priority wireless communication subscribers provides the capability to restrict access to wireless communications services to a selected set of subscribers, such that their access to wireless communication services is not interruptible. This is accomplished by provisioning the cell sites of a wireless communications system into a plurality of service priority groupings, with wireless subscribers being assigned a one of the plurality of service priorities. The wireless service provider can manually activate the system to provide guaranteed wireless communication service for subscribers in a selected one or more of the service priorities in response to the occurrence of an emergency. Alternatively, the system can automatically engage in response to a traffic overload condition to ensure that emergency service personnel have immediate access to wireless communication services, regardless of the presence of an emergency situation that impacts the traffic load on the wireless communication system. The wireless subscribers who have been assigned a predetermined service priority are provided with access to reserved wireless communication capacity in the wireless communication system by either reserving a predetermined amount of wireless communication capacity for the use of the priority wireless subscribers or dynamically reserving wireless communication capacity by denying access to wireless communication subscribers when they attempt to initiate a wireless call connection in the impacted call coverage area.
