Abstract: PROBLEM TO BE SOLVED: To provide a method and system for controlling service quality in a mobile communication network. SOLUTION: In a network such as the UMTS(Universal Mobile Telecommunications System) or the EDGE(Enhanced Data-rate GPRS Evolution) or its equivalent, the QoS (seamless service descriptor) required in the case of hand-over and a deterioration permissible level (service deterioration descriptor) are designated to each new cell, and a call can be accepted by a cell only when the QoS requirements in the two descriptors are satisfied and the QoS requirements of the two descriptors of a present call are not affected in an impermissible way.
