Abstract: PROBLEM TO BE SOLVED: To provide an alternative packet capsuling scheme for multiplexing an application session and light weight IP capsuling (LIPE) by receiving multiple data packets and formatting the data packets arriving in accordance with the LIPE. SOLUTION: A step for receiving multiple arriving data packets and a step for formatting the data packets arriving in accordance with LIPE are included. In a CDMA mobile object communication system 20, respective base stations 1-3 are connected to a mobile object exchange center (MSC) 5 by an IP based network 4, for example. The base station 1 waits for the arrival of data from a user. When data generated by an application arrives, the base station 1 processes arrived data from the application into one LIPE packet (or into multiple LIPE packets when data exceeds 2048 bytes).
