    Abstract: PROBLEM TO BE SOLVED: To make the hand, face, and other skin areas of a person present in a scene recognizable, by providing a locator, which analyzes a video signal and recognizes an object in a desired shape and a detector, which analyzes pixels from the object. SOLUTION: A skin area detector 12 is arranged in a video CODEC 10 and includes the shape locator and the tone detector. The shape locator searches for a part as a skin area in a video frame through the recognition of all object edges in the video frame and a judgment of whether or not an arbitrary edge is close to the outline of the specific shape. A recognized object which is possibly the skin area is analyzed by the tone detector, and it is judged whether or not pixels of the object have featured signal energy in the skin area. This skin area detector 12 is interposed between an input video signal 26 and an encoding controller 16 and provides input which is relative to the position of the skin area in a video sequence prior to encoding.

    Abstract: PROBLEM TO BE SOLVED: To compress data so as to attain a high compression rate by an existing system, without sacrificing data reproduction quality. SOLUTION: Sets of code book vectors are generated and stored in a code book. A code book vector is retrieved and identified by a definite identification code. Original data are edited as sets of input vectors. A code book vector which matches well with the input vector is selected to each input vector, and an error difference (distance) between the selected and in well matched code book vector and the input vector is calculated. Then each input vector is expressed in response to required bit numbers as combination of the calculated error difference, and the identification code of the code book vector which matches well or a compressed version of raw data.

    Abstract: PROBLEM TO BE SOLVED: To provide a communication system capable of serving the user by using a virtual channel connection(VCC) at a low cost in place of a virtual path connection(VPC) requiring a high cost. SOLUTION: A device to map a plurality of different virtual channel connections(VCC) onto a single VCC is served for the use in a data network. The device assembles data cells each having a data payload and a proper header to identify each VCC into a data cell stream. The stream is divided into a prescribed number of data payloads and each header to identify common connection on the network is added to each payload. Then the result is sent on the data network via the common connection.

    Abstract: A method and apparatus for coding an image comprising (at least) two regions (e.g., a facial region and a background region) which are to be coded with different quantization error parameters (e.g., quantizer step sizes), wherein the respective quantization error parameters are determined with use of a feed-forward rate control technique. Initial quantization error parameters are assigned to each region, and the overall bit rate which would result for the coding of the given frame is computed based on these assigned quantization error parameters. The computed bit rate is compared to a given bit rate constraint which may, for example, represent a limitation of a transmission channel. Based on the result of this comparison, one or both of the assigned quantization error parameters are adjusted, thereby resulting in different quantization error parameters for the two regions. For example, if the computed bit rate exceeds the given bit rate constraint, at least one of the quantization error parameters is advantageously adjusted in a direction which results in the use of fewer coding bits (e.g., a coarser quantization). If the given bit rate constraint exceeds the computed bit rate, at least one of the quantization error parameters is advantageously adjusted in a direction which results in the use of more coding bits (e.g., a finer quantization resulting in a higher coding quality). Finally, each of the regions is coded based on the correspondingly assigned quantization errorparameters.
