    Abstract: PROBLEM TO BE SOLVED: To provide a wireless communication system capable of assigning channels to every communication request efficiently without adjustments between the cells. SOLUTION: A priority list of a channel group is created for every cell without adjustments between the cells, or for a sector when every cell is sectorized with using a directional antennal, a channel assignment is processed efficiently by selecting channels to be assigned responding to service requests among the highest priority group having usable channels at the time of requests. The list is created based on the various interference measurements. The list tends to stay the same for relatively a long period. But the list should be re- decided periodically to ensure the use of the most suitable list. For example, the list should be changed according to a new configuration exerting effect on interference in a system or according to seasonal vegetational changes.

The priority lists are developed based on various interference measurements that are made. The priority lists tend to remain the same for relatively long periods of time. However, periodically, the priority lists should be redetermined to insure that the best lists are being employed. For example the lists may need to be changed due to new construction or to seasonal vegetation changes, which may affect the interference experienced in the system.
