A portable radio device (106) has a first operational mode and a second operational mode, and includes a receiver (314), a controller (315), and a mode control device (350). The receiver (314) receives an indexed information message. The controller (315) stores an authorized information field list and is coupled to the receiver (314). The controller (315) decodes the indexed information message, generates an index portion of the decoded indexed information message, and generates a mode control schedule determined by the index portion and the authorized information field list. The mode control device (350) is coupled to the controller (315) for controlling the first and second modes of the portable radio device according to the mode control schedule.

This invention relates to the field of mobile communications. More particularly, this invention is a method and apparatus for providing communication services to mobile devices over wireless asynchronous connectionless links. With reference to Fig.3, a communication system provides communication services used by a plurality of mobile devices (12). A host processor (302) manages wireless service acces to the mobile devices (12) over one or more communication links. A link manager (202) manages the links in response to commands from the host processor (302). The communication system includes an access queue (306) that queues service access requests from a group of mobile devices (303). The host processor (302) grants and terminates service access to the mobile devices (12) in the group of mobile devices (303) based on a predefined access policy that, for example, corresponds to the attributes of a service type and/or a subscription to the service by the user.

A paging signalling system communicates messages via a synchronous signal. The s ynchronous signal is divided into a plurality of frames (100) in which selective groups of pagers decode. A signal ( 102) within the frame (100) causes groups of pagers to decode in various frame (104, 106), wherein several groups of pagers may be comb ined into a signal frame to decode messages (110). Embodiments of the invention include first type of a plurality of groups of pagers, each group having a common maximum frame rate, a second type of a single group of pagers having a unique maximum fr ame rate, and a third type of a single group of pagers having no maximum frame rate. The three types of groups may decode the sy nchronous signal.
