Abstract: PURPOSE: A converter device, a method thereof, and a computer program thereof are provided to remarkably reduce the loss of a resistor by supplying a low voltage. CONSTITUTION: A self-oscillating output terminal(112) drives at least one light source part(L). A starter circuit(120) starts the self-oscillating of the output terminal. A control circuit(108) drives the starter circuit in order to selectively start the self-oscillating of the output terminal. The starter circuit comprises a RC network and an electronic switch which has a capacitor capable of being charged form a voltage.
