    Abstract: A transmitter (100a), which is resistant to structural constraints, comprises: a liquid crystal plate (103a); a first plate (102a) that is translucent; a second plate (104a); and a control unit (101a) that applies, to the liquid crystal plate (103a), a control voltage in accordance with a signal to be transmitted, thereby switching the transmittance of the liquid crystal plate (103a) for an external light, thereby changing the light quantity of the external light to be reflected by the first plate (102a) and sent out via the liquid crystal plate (103a) toward a receiver. The control unit (101a), when having switched the transmittance of the liquid crystal plate (103a) to a lower transmittance, maintains the lower transmittance of the liquid crystal plate (103a) until the external light having already passed through the liquid crystal plate (103a) is reflected by the second plate (104a) and thereafter reaches the liquid crystal plate (103a).

In the first-ID acquisition step, the first ID may be acquired, for example, by referencing a table that indicates a correspondence relationship between first IDs and position information that is obtained by the aforementioned reception device and indicates the position thereof.
