A user equipment (UE) may receive a channel occupancy ratio for each of one or more proximity service priority levels. The UE may identify a resource availability metric and a message requirement metric for each of the one or more proximity service priority levels, the second protocol layer being a higher layer than the first protocol layer. The UE may determine a message generation rate for each of the one or more proximity service priority levels based at least in part on the channel occupancy ratio, or the resource availability metric, or the message requirement metric, or a combination thereof. The UE may generate one or more messages for each of the one or more proximity service priority levels based at least in part on the message generation rate.

    Abstract: Wireless devices with different capabilities may use a single file containing multiple (e.g., two) PRLs for system selection and acquisition. A first PRL in the file has a first (e.g., IS-683-A) format and includes PRL information for, e.g., 1x systems. A second PRL has a second (e.g., IS-683-C) format and includes PRL information for, e.g., 1x and 1xEV-DO systems or just 1xEV-DO systems. A legacy wireless device supporting only IS-683-A would read and use the first PRL for system selection and acquisition and ignore the second PRL. A wireless device supporting IS-683-C would read the second PRL and (1) use the second PRL by itself if it contains PRL information for both 1x and 1xEV-DO systems or (2) combine the first and second PRLs to generate a combined PRL if the second PRL contains PRL information for only 1xEV-DO systems.

The apparatus determines at least one time-frequency resource among resources of a cellular communication system to be used for device-to-device (D2D) communication, identifies a propagated start point of a first portion of the at least one time-frequency resource, and begins transmission of the D2D signal from a transmission start point. The transmission start point is based on the propagated start point and a cellular communication system downlink timing offset to the propagated start point. The apparatus also identifies a propagated end point of a last portion of the at least one time-frequency resource and ends transmission of the D2D signal at a transmission end point. The transmission end point is based on the propagated end point and a cellular communication system downlink timing advance to the propagated end point.
