    Abstract: An optical device and an image pickup device are provided to accurately prevent hand trembling when the optical device is used in the trembling compensation of a camera of the image pickup device, be miniaturized, and save power consumption. A first optical element(32A) includes a first deflection layer(58) and a first and a second transparent electrodes(50,52). The first deflection layer is formed as material whose refractive index is changed according to the amplitude of a supplied voltage. The first and the second transparent electrodes insert both faces of a thickness direction of the first deflection layer. A first optical element(32A) deflects a beam transmitted in the thickness direction of the first deflection layer. A second optical element(32B) includes the second deflection layer and a third and a fourth transparent electrodes(54,56). The second deflection layer is formed as material whose refractive index is changed according to the amplitude of the supplied voltage. The third and the fourth transparent electrodes(54,56) insert both faces of a thickness direction of the second deflection layer. The second optical element deflects a beam transmitted in the thickness direction of the second deflection layer. A first and a second optical elements(32A,32B) are overlapped in the thickness directions of a first and a second deflection layers(58,60). A first and a second transparent electrodes(50,52) supply the first voltage whose amplitude is gradually or continuously changed along the first direction orthogonal to the thickness to the first deflection layer. The third and the fourth transparent electrodes supply the second voltage whose amplitude is gradually or continuously changed along the first direction to the second deflection layer.
