Abstract: PROBLEM TO BE SOLVED: To provide a technology that decreases the video memory conditions of a decoder for a compressed video picture sequence. SOLUTION: Re-compressing a picture used for prediction reference purpose after its expansion and before being stored in an external memory can remarkably reduce the capacity of a memory required for decoding.
