Abstract: PROBLEM TO BE SOLVED: To improve the efficiency of picture compression technology by recognizing the 3:2 pull-down conversion of some film photograms in a sequence of many TV frames, while repeating several pictures and removing redundancy caused by repeating of these pictures. SOLUTION: In a motion estimator, a motion estimation block executes prescribed communication with a block for detecting 3:2 pull-down. The block for detecting 3:2 pull-down has three functional sub-blocks, that is, 1st and 2nd sub-blocks respectively calculates tests (1), (2) for top and bottom fields, and the 3rd subblock controls whether or not these fields are to be repeated in correct order. Thereby a table indicating a repeated pattern of plural fields can be generated to express the position of a picture.
