Abstract: PROBLEM TO BE SOLVED: To provide technology for removing a noise peak in a digital video picture and filtering noise while the advantage of DRT is maintained. SOLUTION: The pixels of a first group (WORKING-WINDOW) constituted of the combination of the pixel (P) of a present picture to be filtered and the pixel (PIXEL-NEAR) of a second group which is spatiotemporally approximated to the above pixel is selected. The extended sum (SUMkj) of the prescribed number (N) of a value taken by a weight function which is previously decided on the intensity of a video component (kj) selected on the pixel of the first group is calculated. The pixel of the second group can belong to the current picture or a preceding picture.
