The quantization index calculator (42) calculates a weighted mean of activities according to activity values of macro blocks output from an activity buffer unit (73) and a total of them. The quantization index calculator (42) calculates a quantization index according to the weighted mean of the vector residuals or the weighted mean of the activities. The present invention can be applied to an image encoding apparatus of the MPEG method.
