SOLUTION: In this film cutter consisting of a grooved roll in which a plurality of annular grooves are arranged in the direction of roll face length and a round blade whose tip is inserted into the annular grooves and having a rotary blade for cutting a film conveyed on the grooved roll, the rotary blade is rotated and driven in the same direction as conveyance direction of the film and peripheral speed of the rotary blade is 1.2 times or more conveyance speed of the film.
