Abstract: An embodiment of a semiconductor package apparatus may include technology to determine a residual error based on coding unit information, and determine a candidate coding unit and an associated rate distortion cost based on the residual error. An embodiment may additionally or alternatively include technology to partition a first coding unit into two or more smaller coding units based on a partition message, accelerate processing of at least one of the two or more smaller coding units, and estimate motion fora frame based at least partially on results of the accelerated processing. Other embodiments are disclosed and claimed.

Abstract: Systems, apparatuses and methods may a performance-enhanced computing system comprising a sensor for measuring luminance values corresponding to light focused onto the sensor at a plurality of pixel locations, a memory including a set of instructions, and a processor. The processor executes a set of instructions causing the system to generate a multi-segment tone mapping curve, generate a set of tone mapping values corresponding to the multi-segment tone mapping curve for equally spaced input values between zero and one for storage into a look up table, and process the luminance values using the look up table to apply the tone mapping curve to the luminance values of the pixels.

Abstract: Methods, apparatus, systems, and articles of manufacture are disclosed to encode and decode video using quantization matrices. An example apparatus includes interface circuitry to access an input frame of video, quantization matrix syntax encoder circuitry to encode a set of user-defined quantization matrices into a sequence header associated with a sequence of video frames including the input frame, adaptive quantization matrix selector circuitry to select a subset of quantization matrices from a combination of a set of default quantization matrices and the set of user-defined quantization matrices, adaptive segment selector circuitry to select a first one of the subset of quantization matrices for a first segment of the input frame, the input frame to be divided into a plurality of segments including the first segment, and encoder circuitry to quantize transform coefficients of the first segment of the input frame based on the first one of the subset of quantization matrices.

Abstract: An example apparatus for encoding video frames includes a receiver to receive a current frame to be encoded, and a quantization parameter and statistics for the current frame. The apparatus also includes a frame motion analyzer to detect a motion activity status for the current frame based on the statistics via a motion activity analysis. The apparatus further includes a motion adaptive frame inserter to adaptively switch between a regular reference list management and a long-term reference frame insertion based on the detected motion activity status and the quantization parameter. The apparatus also further includes an encoder to encode the current frame using the regular reference list management or the long-term reference frame insertion.

Abstract: Techniques related to selecting restoration filter coefficients for 2-dimensional loop restoration filters for super resolution video coding are discussed. Such techniques include upscaling reconstructed video frames along only a first dimension and selecting filter coefficients for portions of the frame by an evaluation that, for each pixel of the portion, uses only pixel values that are aligned with the first dimension. Selection of filter coefficients for the second dimension may be skipped or made using only a subset of available filter coefficients.

Abstract: An embodiment of an electronic processing system may include a 2D frame which corresponds to a projection of a 360 video space, and a component predictor to predict an encode component for a first block of a 2D frame based on encode information from a neighboring block which is neighboring to the first block of the 2D frame only in the 360 video space, a prioritizer to prioritize transmission for a second block of the 2D frame based on an identified region of interest, and/or a format detector to detect a 360 video format of the 2D frame based on image content. A 360 video capture device may include a contextual tagger to tag 360 video content with contextual information which is contemporaneous with the captured 360 video content. Abstract: An example apparatus for encoding video frames includes a frame analyzer to execute a look ahead analysis on a received set of frames. The frame analyzer includes a look ahead video analyzer to down-sample the set of frames and encode the down-sampled frames with a constant quantization parameter (QP). A number of generated bits for each of the frames is used as a complexity measurement for each of the frames. The apparatus further includes an encoder to encode the input frame using an adjusted bit allocation based on a relative complexity of the input frame in relation to a complexity of the set of frames.

Abstract: Systems, apparatuses and methods may include a source device that generates a scene change notification in response to a movement of a camera, modifies an encoding scheme associated with the video content captured by the camera in response to the scene change notification, identifies a full-frame difference threshold, wherein scene analysis information includes frame difference data, and compares the frame difference data to an intermediate threshold that is less than the full-frame difference threshold, wherein the scene change notification is generated when the frame difference data exceeds the intermediate threshold. A sink device may obtain transport quality data associated with video content, modify an output parameter of a display based on the transport quality data, determine a view perspective of a still image containing a plurality of image slices, retrieve only a subset of the plurality of image slices based on the view perspective and decode the retrieved subset.
