A time required for actually starting encrypted communication after a trigger of an encrypted communication is shortened. When a key exchanging process is to be applied in order to exchange key information upon encrypting a communication performed between a communication terminal 11 and a gateway device 25, a network relay device 15 relays the key information, contents of the key exchanging process are divided into a former-half process and a later-half process, and the network relay device 15 executes the former-half process substitute for the communication terminal 11 to establish “IKE SA”. Then, information obtained as the result of the former-half process is transferred from the network relay device 15 to the communication terminal 11. Then, the later-half process of the key exchange process is executed between the communication terminal 11 and the gateway device 25, the communication terminal 11 and the gateway device 25 share common key information with each other to establish “IPsec SA”, and an encrypted communication is performed by using this key information.

On receiving a DNS response through an access control section (103) of the access controller (100) a secure host list creating section (104) of the access controller registers the name of the secure host device contained in the DNS response, the IP address, and the IP address of a communication terminal which is a request of the DNS in a secure host list holding section (105) of the access controller (100) when the IP address of the host device contained in the DNS response is the one of the secure host device. The secure host list creating section (104) discards a packet when the communication terminal which is the packet sender is a normal communication terminal and when the packet address is stored in the secure host list holding section (105) and reports nonaccessiblity to the normal communication terminal.

The displacement control valve includes a drive force transmission body, a pressure sensitive chamber, an internal passage, and a valve body. The valve body includes an annular seal which is contactable with a valve seat surface facing toward the first valve body. The drive force transmission body includes a drive rod and a valve body structure having a shaft passage and forming the first valve body. The drive rod is fitted to the shaft passage and coupled to the valve body structure so as to form a gap passage between an outer surface of the drive rod and a wall surface of the shaft passage. The internal passage includes a recess arranged radially inward from the annular seal, the shaft passage, and the gap passage. The gap passage is in direct communication with the recess.

A welded steel pipe is formed by heating or soaking an untreated welded steel pipe having a steel composition containing, on the basis of mass percent: about 0.03% to about 0.2% C, about 2.0% or less of Si, not less than about 1.0% to about 1.5% Mn, about 0.1% or less of P, about 0.01% or less of S, about 1.0% or less of Cr, about 0.1% or less of Al, about 0.1% or less of Nb, about 0.1% or less of Ti, about 0.1% or less of V, and about 0.01% or less of N; and by reduction-rolling the treated steel pipe at a cumulative reduction rate of at least about 35% and a final rolling temperature of about 500° C. to about 900° C. The welded steel pipe exhibits excellent hydroformability, i.e., has a tensile strength of at least about 590 MPa and an n×r product of at least about 0.22. The treated steel pipe is preferably reduction-rolled at a cumulative reduction rate of at least about 20% below the Ar3 transformation point.

A control valve is used for a variable displacement compressor installed in a refrigerant circuit of an air conditioner. The compressor has a control chamber and a control passage, which connects the control chamber to a pressure zone in which the pressure is different from the pressure of the control chamber. The control valve has a valve body, which is accommodated in the valve chamber for adjusting the opening size of the control passage. A pressure sensing member moves in accordance with the pressure difference between two pressure monitoring points located in the refrigerant circuit. The pressure sensing member moves the valve body such that the displacement of the compressor is varied to counter changes of the pressure difference. The force applied by an actuator corresponds to a target value of the pressure difference. The pressure sensing member moves the valve body such that the pressure difference seeks the target value. An urging member is accommodated in the valve chamber. The urging member urges the valve body in a direction to open the control passage.

A steel pipe containing fine ferrite crystal grains, which has excellent toughness and ductility and good ductility-strength balance as well as superior collision impact resistance, and a method for producing the same are provided. A steel pipe containing super-fine crystal grains can be produced by heating a base steel pipe having ferrite grains with an average crystal diameter of di (&mgr;m), in which C, Si, Mn and Al are limited within proper ranges, and if necessary, Cu, Ni, Cr and Mo, or Nb, Ti, V, B, etc. are further added, at not higher than the Ac3 transformation point, and applying reducing at an average rolling temperature of &thgr;m (°C.) and a total reduction ration Tred (%) within s temperature range of from 400 to Ac3 transformation point, with di, &thgr;m and Tred being in a relation satisfying a prescribed equation.
