    Abstract: Methods, systems, and devices for wireless communications are described. In some examples, a user equipment (UE) may support dual connectivity. That is, the UE may establish communications with a master node and a secondary node of a wireless communications network. The master node may correspond to a master cell group (MCG) and the secondary node may correspond to a secondary cell group (SCG). In some examples, as described herein, the UE operating in dual connectivity may collect data for optimization of the wireless communications network or upon detecting a failure associated with the master cell group or the SCG and transmit the collected data to a network entity (e.g., one of the master node or the secondary node), where the collected data is based on the SCG being in a deactivated state. In some examples, upon receiving the collected data, the network entity may attempt to recover from the failure.

    Abstract: Methods, systems, and devices for wireless communications are described. Some wireless communications system may utilize an inter-system information report message (e.g., a self-organizing network (SON) information report message) to support inter-system mobility load balancing (MLB). For example, a first node, operating in accordance with a first radio access technology (RAT), may receive an information report message from a second node operating in accordance with a second RAT. The information report message may include a periodic load reporting request information element (IE) or an event-triggered load reporting request IE. In response, the first node may determine a traffic load based on the load reporting request and transmit, to the second node, an information report message which includes one or more IEs for reporting the determined traffic load. The exchange of the load information via the IEs may enable for MLB between nodes of different RAT.

A UE may be configured with a machine learning model by a core network to perform analytics, training, or inferences. The UE may exchange capability information with a core network related to machine learning models. For example, the UE may indicate a list of machine learning models supported at the UE to a core network entity, and the UE may receive an indication of a list of machine learning models supported at the core network entity. The UE or the core network may initiate the configuration. For example, the UE may request to be configured with a machine learning model. The core network may send control signaling indicating a configuration for the machine learning model to the UE. The UE may perform analytics based on the machine learning model.

    Abstract: Methods, systems, and devices for wireless communications are described, in which a base station may determine a load balancing adjustment for traffic communicated through the base station. The load balancing adjustment may be provided at a beam level for one or more beams of a plurality of beams, at a network slice level for one or more network slice IDs of a number of network slice IDs, or combinations thereof. The base station may use the load balancing adjustment to identify one or more updated parameters for triggering a handover of at least one user equipment (UE) between beams or slice IDs of a same cell or different cells. The base station may format a mobility change request that indicates the one or more parameters that are updated, and transmit the mobility change request to another base station to establish parameters for handovers between the base stations.

    Abstract: In some aspects, a network node may transmit access information indicating one or more probability values that are respectively associated with one or more network nodes. The probability values may be selected to “guide” or “steer” one or more UEs to select an anchor node and/or a non-anchor node for communication. As an illustrative example, if a first probability value associated with a first network node is 0.75, and if a second probability value associated with a second network node is 0.25, a UE may select the first network node with a probability of 75 percent and may select the second network node with a probability of 25 percent. In some implementations, an anchor node of the UE may transmit the access information via a system information block of type one (SIB1) that indicates the probability values.
