Abstract: PURPOSE: A flavone compound is provided to increase PGE2 in cells with less cytotoxicity and to enable effective wound healing, thereby being used as an active ingredient of a composition and a cosmetic composition for preventing and treating diseases which need the increase of PGE2. CONSTITUTION: A pharmaceutical composition for preventing and treating diseases which need the increase of PEG2, such as inflammatory diseases, tumor, Alzheimer's disease, and atherosclerosis contains a compound of chemical formula 1 as an active ingredient. The compound of chemical formula 1 suppresses 15-hydroxyprostaglandin dehydrogenase (15-hydroxy PGDH) and increases PGE2. A cosmetic composition for improving scalp and skin regeneration contains the compound of chemical formula 1 as an active ingredient.
