A TOD gateway stores the terminal ID and synchronization supplied to a terminal by including a filtering database. The TOD gateway calculates an error due to transmission distance between the TOD gateway and the time server, time delay, and transmission distance between the TOD gateway and the terminal in advance. The TOD gateway transmits the synchronization information reflecting the calculated error to the synchronization information offered from the time server to the terminal.
