Thereby the patch for the medicinal water draining control effectively delays the topical absorption of the medical water, to have the simple production method, to largely reduce the producing costs, and to control the draining speed of the medicinal water by controlling the density of the complex layer.

Herein, the water solving agent with 50 ¯ 1000 for the particle amount is used for improving the dissolving property of the pyroxicam.
