Abstract: PURPOSE: To encode the video signals of both high and standard fineness in a comparatively small scale constitution of an image encoding device. CONSTITUTION: The information content compression parts 41 to 44 are prepared for the standard fineness. When the video signals of high fineness of a single system are encoded, an image is divided into plural pieces by a division processing part 2 and the data on every divided image are compressed and encoded at the parts 41 to 44. When the quantization is carried out at the parts 41 to 44 under such conditions, the same quantization matrix is used among the data on those divided images. Then the detection range of movement compensation set for the data on the boundary part of every divided image includes even the boundary parts of other adjacent divided images.

Abstract: PURPOSE: To add an extension function program at low cost. CONSTITUTION: The basic program stored in the ROM 7 of a decoder for digital television broadcast is preliminarily provided with the branching step to an extension function program. In this branching step, when the entries t1 to t3 of an EEPROM 9 are referred and a prescribed address is described in the entries, a jump to the address is performed and a description is performed so as to execute the extension function program written in the jump destination. By transmitting an extension function program as necessary and storing the program in the EEPROM 9, a new extension function can be added.
