    Abstract: PURPOSE: A signal extracting device is provided to improve a CNR(Carrier-to Noise Ratio) by generating PRZ(Pseudo Return-to-Zero). CONSTITUTION: A clock extracting unit extracts a clock from an NRZ signal. Interval lattice is regularly arranged in parallel.     Abstract: PURPOSE: A packet forwarding priority guarantee plan for improving a TCP(Transmission Control Protocol) in a mobile IP(Internet Protocol) packet buffering method is provided to guarantee a packet forwarding priority in a RED(Random Early Detection) buffer management method of a congested base station. CONSTITUTION: When packets of a portable terminal are moved to a network of a congested base station by using a smooth handoff method combined with a base station packet buffering method, the stored packets are displayed as priority packets. The priority packets are excluded from discarded targets in a RED buffer management method of the crowded base station. Loss packets are stored in a previous base station. The TCP performance of the portable terminal is improved in a mobile IP packet buffering method for marine telematics including a packet buffering method.
