Disclosed is a method for producing a phosphate polymer wherein a monomer 1 represented by the general formula (1) below, a monomer 2 represented by the general formula (2) below and a monomer 3 represented by the general formula (3) below are copolymerized in a polymerization solvent having a dissolved oxygen concentration at 25°C of 0.01-4.0 mg/kg at a pH of 7 or less. Also disclosed is a method for producing a phosphate polymer wherein the monomers 1, 2 and 3 are copolymerized in the presence of a phosphonic acid chelating agent at a pH of 7 or less. Further disclosed is a method for producing a phosphate polymer using a mixed solution containing the monomers 1, 2 and 3, wherein the mixed solution is obtained by mixing the monomers 1-3 at a temperature of 10-50°C and polymerization is started within 72 hours after mixing of the monomers 1-3, while keeping the temperature of the mixed solution within the range of 10-50°C until the polymerization is started. La presente invención se refiere a un método para producir un polvo hidráulico, el cual comprende una etapa en donde un compuesto hidráulico se pulveriza en la presencia de un asistente de pulverización y una sal de ácido de un compuesto específico tal como urea. Este método para producir un polvo hidráulico se caracteriza porque la abundancia de la sal de ácido de un compuesto es 0.0001-0.05 partes en peso con relación a 100 partes en peso del compuesto hidráulico y la relación de peso de la sal de ácido de un compuesto al asistente de pulverización (sal de ácido del compuesto/asistente de pulverización) es de 40/60 a 1/99.
