A random access method in a cellular system is provided to integrate a process of configuring and transferring a CCCH(Common Control Channel) message in an RRC(Radio Resource Control) of a terminal and a process of configuring and transferring an MAC(Medium Access Control) control primitive into one, thereby simplifying RRC control operations of the terminal. An RRC(Radio Resource Control) layer(11) of a terminal(10) transfers a control primitive and an RRC connection request message to an MAC(Medium Access Control) layer(12) of the terminal(S101). The MAC layer of the terminal requests a base station to allocate resources for random access through a physical layer of the terminal. The MAC layer of the terminal sets up an uplink sub-channel by using resource information allocated by the base station. The MAC layer of the terminal transfers the RRC connection request message to the MAC layer of the base station through the uplink sub-channel(S109). The MAC layer of the terminal receives an RRC connection setup message from the MAC layer of the base station and transfers the RRC connection setup message to the RRC layer of the terminal(S110).

PURPOSE: A control system for MBMS(Multimedia Broadcast Multicast Service) service support is provided to select efficient service area or base station according to the configuration scenario of a service net for broadcasting of multimedia service and multi transmission in a cellular system, thereby providing a MBMA service to a terminal. CONSTITUTION: A transmitting unit(310) transmits a MBMS service request message to a first base station. Based on the MBMS service request message, a receiving unit(330) receives MBMS data from the first base station. In other words, the receiving unit receives MBMS data from a second base station(350) neighbor to the first base station. A handover execution unit(320) performs handover from the first base station to the second base station.
