A method for handling a signaling message that specifies transmission rate restrictions may include operating in a first state. The method may also include receiving the signaling message from a network. The signaling message may include an activation time, the transmission rate restrictions and the control duration. The method may also include receiving a state transition trigger to operate in a second state. The method may also include determining the user equipment's behavior regarding the transmission rate restrictions upon receiving the state transition trigger.

A method an apparatus and a computer program product for wireless communication are provided. The apparatus is configured to monitor for a notification of MCCH information change associated with an MBSFN area without having previously performed an MCCH information acquisition procedure to acquire MCCH information in the MBSFN area. Furthermore the apparatus is configured to acquire the MCCH information while monitoring for the notification of the MCCH information change that indicates a change of MCCH information.

Abstract:
Se describen sistemas y metodologías que facilitan la, administración mejorada de una modificación de información de sistema en un ambiente de comunicación inalámbrica. Pueden utilizarse varias técnicas como se describen en la presente para proporcionar a usuarios respectivos información indicativa de cambios en bloques específicos o elementos dentro de un conjunto de información de sistema, lo cual simplifica y acelera la adquisición de nueva información de sistema después de una modificación. En un primer ejemplo, se genera un mapa de bits y se transmite con una modificación de información de sistema que indica que los bloques y/u elementos de la información de sistema cambiaron en la modificación, por lo cual permite que un usuario asociado se abstenga de leer o procesar información sin cambio del sistema. En un segundo ejemplo, bloques respectivos y/o elementos de la información de sistema pueden incluir una etiqueta de valor interno que indica a una entidad de recepción si los bloques o elementos correspondientes han cambiado, por lo cual permite que un usuario descarte los bloques o elementos sin cambio sin realizar el procesamiento adicional.
Abstract:
Methods, systems, and devices are described for reducing congestion in a wireless communications system. A second connection failure is detected, and a difference between a timestamp of the second connection failure and a timestamp of a first connection failure is calculated. Upon determining that the difference satisfies a first time threshold, information relating to one or more previous connection failures is cleared. A time period is identified. A number of connection failures from a cell that occur during the time period is identified. A determination is made as to whether the number of connection failures satisfies a threshold. Upon determining that the number of connection failures satisfies the threshold, a future connection request may be withheld for a time period.
