PROBLEM TO BE SOLVED: To facilitate the management of information and to protect a copyright by realizing recording of information regarding the program of a CD^ROM or own information only in a related CD-R by setting correlation between a CD-ROM disk and a CD-R disk. SOLUTION: Disk identification information is attached to a CD-ROM disk and a CD-R disk. When the application program of a CD-ROM is executed, and information regarding the program is recorded in the CD-R, the disk identification information is compared between the CD-ROM and the CD-R, and recording is allowed only when coincidence is determined. Alternatively, when the information of the CD-ROM is copied in the CD-R, the disk information is compared between the CD-ROM and the CD-R, and copying is allowed only when coincidence is determined. SOLUTION: All or a part of medium identification information intrinsic to a data recording medium is used as information (service type information hereinafter) indicating whether services are rendered to a user or not, a type to identify a charge or free of charge of the services, and a result. Thus, another service information is added to the medium identification information without increasing the amount of information. The form of rendering services is one of charged service information and free-of-charge service information, the first half of the medium identification information is also used as charged service information, and the latter half is also used as free-of-charge service information. The service information is receivable or not receivable and, when the service is receivable, specific service contents are provided to the user from a control server side. The disk ID conforms to a hardware ID allowing use of software recorded on the disk. If the disk ID can not be read, it is handled as an error. In Step S3, a hardware ID connected to a personal computer is acquired. In Step S4, whether both IDs conform is determined. If both of them conform, an application is started in Step S5. File names of contents to be sent can be set in response to the use conditions. In the contents processor receiving the contents, the use policy information added to the contents is extracted, and it is displayed to the contents user. Then a process of the contents is carried out in response to a request of the user. PROBLEM TO BE SOLVED: To realize rational charging in a system for charging when reproducing the contents of music or the like. SOLUTION: In a first step S21, a reproducing place (area) is identified on the basis of identification information from a reproducing place identifying part 19. Indexes by areas are previously stored in the memory part of a secure decoder and in a step S22, the indexes by areas are read out. The index by areas is a coefficient set for each area. For example, the index by areas of '1' is set in the U.S.A., '1.5' is set in Japan and '0.5' is set in the People's Republic of China. In a step S23, the real price of contents is determined. That is, the real price is determined by multiplying the charging information (3 points/30 seconds, for example), of contents to be reproduced by the index by areas. In a step S24, the determined real price is displayed for a user. When contents are reproduced, charging is performed on the basis of the determined real price.

The users are able to judge a finite number of the services only by the number of pieces of the identification information. The contents ought to receive the services are the same contents or the contents different at every service. If the management of the number of service times is performed on the side of the server for management, the number of the service times etc., are eventually managed by referencing the identification information UID read out of the optical disk and therefore the management does not depend on an information terminal device for reproducing the optical disk at all.
