The moving path information obtaining unit obtains the moving path information of a corresponding vehicle at an intersection. The speed information obtaining unit obtains the speed information of the corresponding vehicle. The controlling unit calculates the estimated passing timing of the corresponding vehicle at the intersection and compares the estimated passing timing of the corresponding vehicle at the intersection with the moving path information and the estimated passing timing of another vehicle.
