    Abstract: PROBLEM TO BE SOLVED: To provide an oxidation hair dye or a bleaching agent composition, having excellent dyeing power or bleaching power of the hair, imparting wet feeling and easily arrangeable properties to the hair, capable of dyeing (bleaching) the hair to a nearly uniform color regardless of the damaged degree of the hair, and having excellent fastness to the shampooing.
    SOLUTION: The oxidation hair dye or the bleaching agent composition contains (A) ammonia or an ammonium ion, (B) a carbonate ion or a bicarbonate ion, (C) an amino-modified silicone or methylpolysiloxanes, (D) a cationic polymer, (E) a dye (not contained in the bleaching agent) and (F) an oxidizing agent. The dyeing or bleaching method of the hair comprises mixing the first agent containing the components (A), (B) and (E), the second agent containing the component (F) and optionally the third agent of a powdery oxidizing agent (with the proviso that the components (C) and (D) are contained in one or more agents, and the component (E) is not contained in the bleaching) just before the use, applying the mixture on the hair, and washing away the agents after a prescribed time.

    SOLUTION: This hair dye composition comprises the following two compositions. (The first composition): an aqueous liquid composition containing 1-70 wt.% organic solvent, having 0.3-6 octanol-water partition coefficient (logP) at 25°C and ≤200 molecular weight, and having ≤0.3 mol/kg ammonia content and pH8 to pH12. (The second composition): an aqueous liquid composition containing an oxidizing agent and has pH2 to pH5. Two or more nonionic surfactants comprising a hydrophilic nonionic surfactant having 10-20 HLB and a lipophilic nonionic surfactant having 1-10 HLB are contained in one or both of the the first and the second compositions so that a mixture of the first and the second composition has 8-12 HLB and 2-70 wt.% total surfactant content and, in mixing the both compositions, the mixture has 20-70 wt.% water content and pH7.5 to pH12.

The compounding ratio of the component (A) is preferably 0.1-50wt.% in the case of a liquid shampoo, 0.1-80wt.% in the case of a paste shampoo and 50-90wt.% in the case of a solid or powdery shampoo.
