    Abstract: PROBLEM TO BE SOLVED: To provide a procedure for a handdown or a handoff of a mobile station moving between adjacent cells of a wireless communication system, in particular, a procedure of a handdown and a handoff to be triggered based on a loss of a propagation path between a mobile station and a base station serving that mobile station at present. SOLUTION: The disclosed method comprises steps of: radiating a control signal at a known transmit power level from a base station over its cell; determining a receive power level threshold for the control signal to a mobile station, according to the transmit power level and a tolerable path loss for signal links between the base station and the mobile station; and triggering a handdown or a handoff after deriving the receive power level of the control signal at the mobile station, and determining that the receive power level is less than the receive power level threshold.
