A CQI transmitting device for reducing the uplink overhead and a method thereof are provided to reduce the power loss and overhead which are caused in the uplink due to unnecessary CQI transmission. A CQI transmission period change information generator(220) performs the correlation operation between the previous CQI and current CQI, and then changes the CQI transmission period according to a result value of the operation. A CQI calculation/transmission unit(214) calculates the CQI and transmits the calculated CQI to a base station by the changed transmission period.

PURPOSE: A D2D(Device to Device) ID(Identification) allocating device in a network and a method thereof are provided to avoid collision between an adjacent terminal and a D2D ID by autonomously changing the D2D ID. CONSTITUTION: When a first D2D ID and a second D2D ID are overlapped, a determining unit(102) determines the state of a user terminal. When the user terminal is busy, the determination unit executes a D2D ID pool. The determination unit changes the first D2D ID into a third D2D ID for enabling the first D2D ID to be overlapped with the second D2D ID. A communication module(104) transmits the third D2D ID to one or more other terminals. An update unit(103) updates the D2D ID pool. 본 발명의 핸드오버 방법에서 단말은 기지국들로부터 수신되는 파일럿 신호의 세기와 각 기지국들이 제공할 수 있는 서비스 품질을 기반으로 특정 기지국으로 핸드오버를 결정하고, 해당 기지국으로의 핸드오버를 수행한다. 본 발명의 핸드오버 방법에서는 각각의 기지국의 트래픽 부하를 고려하여 핸드오버 대상 기지국이 결정되므로 특정 셀에 트래픽이 집중되는 것을 막을 수 있고 단말의 입장에서 항상 최상의 서비스 품질을 보장 받을 수 있다.
