PURPOSE: A nanoemulsion containing one or more oils or physiologically active effective ingredients within nanoemulsion particles using lecithin as a main surfactant and lipopeptide-based anionic surfactants as a co-surfactant is provided. The nanoemulsion has excellent transdermal absorption and efficacy on the stratum corneum of the skin, low irritation and long-term stability and thus can be effectively used in the manufacture of a cosmetic composition. CONSTITUTION: The nanoemulsion is characterized in that it is manufactured by using phospholipid as a main surfactant and lipopeptide-based anionic surfactants as a co-surfactant and then collecting one or more oils or physiologically active effective ingredients within nanoemulsion particles. The nanoemulsion has 0.1 to 20% by weight of phospholipid and 0.005 to 5% by weight of anionic surfactants such as surfactin, based on the total weight of the nanoemulsion. The phospholipid is lecithin or lecithin derivatives extracted from plants and has 12 to 24 fatty acid chains.
