    Abstract: PURPOSE: A high resolution improvement device and method thereof based on learning for high picture quality image obtain are provided to reduce artifact generated by obtaining the limit and removing abnormal value among extracted high frequency component. CONSTITUTION: An initial high resolution image generating unit(110) generates a first high frequency component by using patches similar with a middle band component including a lower resolution image. The initial high resolution image generating unit generates an initial high resolution image by synthesizing the first high frequency component in the low resolution image. A finial high resolution image generating unit(120) generates a second high frequency component by using patches similar to the high frequency component included in the initial high resolution image. The initial high resolution image generating unit generates the initial high resolution image by synthesizing the second high frequency component in the initial high resolution image.
