Abstract: PURPOSE: An image filtering device producing an animation effect using digital images and an image filtering method are provided to receive digital images previously produced to generate a real-time animation image. CONSTITUTION: An image filtering device producing an animation effect using digital images includes an input unit(101) for receiving a digital image previously produced, and a filter(102) for filtering noise of the received digital image. The device further includes an edge detector(103) for detecting the edge of the image whose noise has been filtered by the filter, a closed boundary extraction unit(104) for extracting the closed boundary of the image, and a representative color determination and application unit(105) for determining a representative color of each closed region with respect to the image whose edge have been detected and closed boundary have been extracted.
