Abstract: PURPOSE: A modulation device for visible light communication is provided to change a data modulation method for the visible light communication when a brightness value of the inside and outside of a vehicle is changed, thereby reducing a bit error of data transmission. CONSTITUTION: A modulation device includes a brightness sensor(101), a brightness value determination unit(103), a selection unit(105), and a modulation unit(107). The brightness sensor senses the brightness of the inside and outside of a vehicle. A brightness value determination unit quantizes a brightness value sensed by the brightness sensor. The brightness value determination unit compares a quantized current brightness value with a quantized previous brightness value.
