PROBLEM TO BE SOLVED: To identify an active ingredient exhibiting NFAT signal-inhibiting activities and/or hair-growing activities. SOLUTION: An active ingredient that is contained in the extract from Styrax benzoin and exhibits NFAT signal-inhibiting activities and/or hair-growing activities is identified. PROBLEM TO BE SOLVED: To provide a novel external preparation, a hair restorer, an NFAT (nuclear factor of activated T cells) signal inhibitor, a calcineurin inhibitor, an NFAT signal inhibiting method, and a calcineurin activity inhibiting method. SOLUTION: The external preparation, the hair restorer, the NFAT signal inhibitor, and the calcineurin inhibitor comprise an extract obtained by previously washing Angelica atropurprea or the root of the plant with the use of an ethanol aqueous solution one to nine times, and thereafter extracting the ethanol washed plant or its root with the use of a 25-45 vol.% ethanol aqueous solution as an active ingredient. PROBLEM TO BE SOLVED: To reduce irritation to skin and to improve antiseptic properties.SOLUTION: A skin external preparation includes: an extract of Phaeophyta, Laminaria digitata and the like; phenoxyethanol; and one or more water soluble ingredients selected from aspartic acid, glycylglycine, salts of them, acetyl hydroxyproline, succinic acid 2-(2-hydroxyethoxy)ethyl guanidine and nicotinamide.
