Abstract: A video signal processing apparatus comprising an edge detecting means for detecting an edge portion of an image to color difference signals; a region dividing means for dividing, except the detected edge portion, the image into regions determined in accordance with the levels of luminance signal; and an intra-region averaging means for averaging the color difference signals in the individual divided regions. The color difference signals in the edge portion are outputted directly, while the color difference signals in the divided regions are outputted after being averaged. Except the edge portion where variations of the color difference signals are conspicuous, the image is divided into one or more regions determined in accordance with the luminance signal levels, and the color difference signals in the individual regions are averaged. Since the color difference signals are averaged in the portion where color variations are little, any video signal noise that causes color nonuniformity and so forth can be eliminated in such portion having little color variations.

Abstract: An image data processing method of recording image data, coded in the MPEG (Motion Picture Expert Group) format, on a recording medium. To approximate the VBV buffer bit occupancy rate to a target value, the initial value of the bit occupancy amount in a VBV buffer is calculated by using auxiliary data read from the recording medium, the target value of the bit occupancy rate is compared with the initial value, and the amount of bits to be allocated to each GOP of image data to be coded is controlled depending on the comparison result.

Abstract: PROBLEM TO BE SOLVED: To secure a minimum picture quality even when the bit rate of a coded data stream to be output is changed.
SOLUTION: The real time distribution system 1 of a moving image is provided with: a frame rate conversion part 11 for controlling the frame rate of input moving image data; a coding part 12 for compress-coding moving image data whose frame rate is controlled by MPEG-4; a frame rate calculation part 16 for calculating the set value of the frame rate; and a transmission part 13 and a reception part 14 for transmitting and receiving data through a network. The reception part 14 detects the communication situation of the network and calculates a target bit rate based on the communication situation of the detected network. The coding part 12 controls the bit rate of an MPEG-data stream according to this target bit rate. The frame rate calculation part 16 estimates the picture quality based on the quantization scale value of the coding part 12. When the picture quality is deteriorated not less than a fixed degree, the calculation part 16 lowers the frame rate.

SOLUTION: A processor 130 -1 in a division image encoder 120 -1 encodes two-dimensional sub image signals resulting from applying 1/N division to a two-dimensional image signal by an image division device 110 and calculates a feature parameter denoting the complicatedness of the image on the basis of the encoded result. A share bit rate arithmetic section 171 calculates a proper bit rate to encode an image signal of a succeeding frame on the basis of a temporal change in the feature parameter denoting the complicatedness of the image and shares the bit rate to a plurality of the processors 13 -1 . A plurality of the processors 130 -1 encodes sub image signals at a designated bit rate. SOLUTION: A motion compensation circuit 24 comprises: step S1 for discriminating the use of frame prediction or field prediction on the basis of a conventional general-purpose technique; step S2 for discriminating whether the motion vector of a color difference signal selects the pixel of a field opposite a brightness signal when the frame prediction is selected in Step S1; and step S3 for changing a coding prediction mode to the field prediction when discrimination is made that the motion vector of the color difference signal selects the pixel of the field opposite the brightness signal in Step S2.
