    Abstract: This invention relates to an optical disk recording and reproducing apparatus for recording a predetermined signal on and/or reproducing the same from a writable disk which is rotated at a constant linear velocity by using a laser from a laser source. In this case, upon reproducing the above-described signal, if a signal recorded on the inner periphery of the disk is accessed, during the period from this addressing up to the time when the linear velocity at the inner periphery of the disk becomes constant, on the basis of a spindle lock signal, the beam power of the laser from the laser source and irradiating the disk is decreased to thereby prevent useless data from being rewritten on the disk.

    Abstract: Editing terminals (15, 16, 17) make the essential part of an EPL creating unit (10). Each editing terminals reads and decode a high-compression sub-material and displays a video based on the acquired material data on a monitor to create an EPL. The EPL contains identification information for specifying a material used for the editing and a format declaration sentence defining the format of at least part of the EPL. The EPL created by the editing terminals (15, 16, 17) is stored in an EPL storage unit (18). The stored EPL is read by an editing control unit (20). The editing control unit (20) generates an editing control signal according to the EPL and feeds it to a content creating unit (30). Thus, editing is conducted obviating the need for troublesome work and cost without temporarily storing materials at hand and using them.

Consequently, the R-S.FF 57 is reset and its output signal SW is made low, and a switch 36 is changed to the state of selecting a terminal T, and the position of incidence of the incident light beam on the disk 10 is shifted quickly in the radial direction.
