A pin 142 is connected to a pin 157 of a turning arm 143 with a tensile coil spring 161. Then the loading arm 143 is turned in the clockwise loading direction. When the loading is over, the counterclockwise force is applied to an arm 144 of the arm 143. Even under such conditions, the gear 141 never rotates counterclockwise since it is locked.
