Abstract: PURPOSE:To improve the efficiency of picture-transmission by comparing the orthogonal transformation signal of current frame and that of past frame in the unit of block, and encoding and transmitting only such one block whose variation is larger than the other between the said two signals. CONSTITUTION:An inputted picture signal is converted by an A/D converter 1 and divided into blocks by a block dividing circuit 2. The signal is then cosine- converted by a cosine conversion circuit 3. A cosine conversin coefficient which is the output of the circuit 3 is compared with that of the frame immediately before the current frame in the unit of block by a difference detecting circuit 4, and their difference is outputted. Based on this difference, an adaptive encoding circuit 5 adaptively encodes the cosine conversion coefficient obtained from the circuit 3, and outputs the result to a transmission line 6. On the reception side, an adaptive decoding circuit 7 decodes the coded data, and obtains the cosine conversion coefficient. Reproduction picture information of each block is obtained by an inverse cosine conversion circuit 8. Thereafter, a block integrating circuit 9 generates one picture of picture information.

Abstract: PURPOSE:To decrease effectively mis-detection of a dynamic vector due to movement of an object by discriminating the correlation value having the highest correlation value as ineffective to movement of a local picture due to movement of an object in a pattern and setting the dynamic vector detection output to zero. CONSTITUTION:When picture information for one frame's content is inputted to an input terminal 1 and the correlation operation and accumulation of the correlation values are finished, an address controller 4 gives address data corresponding to each shift as an address data 12 to an accumulator 5 and the accumulator 5 outputs an accumulated correlation values 13. A correlativity effectiveness/ineffectiveness discriminating circuit 6 discriminates the correlation value having the highest correlativity of the correlation values 13 from the accumulator 5 and outputs the discrimination result 14 to a discrimination circuit 9. The discrimination circuit 9 receives three inputs of the discrimination result 14 from the circuit 6, the correlation value 15 from a correlativity retrieval circuit 7 and a shift 17 from an address holding circuit 8 to discriminate the presence of the dynamic vector.

Abstract: PURPOSE:To prevent so-called flicker of picture by setting a threshold level depending on the quantity of noise fed to a picture signal. CONSTITUTION:A threshold decision circuit 15 sets a high-level threshold value (e.g., 5/256) when the noise is larger than a prescribed value depending on the detected noise quantity and sets a low level threshold value (e.g., 3/256) when the noise is smaller than the value, and the result is given to a comparator 5. When a large noise is fed to a received picture signal, since the discriminated threshold value of the inter-frame correlation signal of the picture signal is set higher, even when the inter-frame difference signal due to noise is detected, it is not detected mistakenly as the dynamic component. When the noise is small, since the discriminated threshold value is set lower, the undetected dynamic component of picture is not incurred.

CONSTITUTION:Narrow band image transmission is performed from a transmission base 10 to a reception equipment 20 loaded on a train, etc., via a radio communication path. Here, compression encoding with the cycle almost fixed at the ratio of one frame per several seconds by performing the time-lapse of a moving image on which a voice signal is attached at the transmission base 10, and image encoded data can be obtained, and the image encoded data and the voice signal to be attached on the moving image are transmitted. Transmitted image encoded data is decoded at the reception equipment 20, and a decoded moving image on which the time-lapse with a fixed cycle is applied is obtained, and a transmitted voice signal is delayed for a constant time, and a delayed voice signal is reproduced at each monitoring device 28 with the decoded moving image. In such a way, it is possible to prevent fluctuation in the number of frames or the mismatching of the voice and the image from being generated, and to realize the transmission and the display of the image easy to observe.

Abstract: PURPOSE:To confirm simply error position of 2-bit or over by comparing a syndrome outputted sequentially from a storage device with a syndrome detected by a syndrome detection means and using an address of the storage device when the both are coincident so as to correct the bit error. CONSTITUTION:The error correction circuit inputs a received data M'(X) to a syndrome detection circuit 11 to obtain a syndrome S(X). On the other hand, a data representing an error position outputted sequentially from a counter 12 is used as an address and a syndrome S'(X) corresponding to the address is generated from a syndrome generation ROM 13. Then the syndromes S'(X) and S(X) are compared by a comparison circuit 14. When the both are coincident, the error bit of the received data M'(X) is inverted by an error bit inverting circuit 15 based on the syndrome generation ROM 13. Thus, the error correction of 2-bit or over is executed without using a complicated algorithm to simplify the circuit constitution.

First, an optimum threshold voltage Va is extracted in a receiving signal time A, and next, a threshold voltage Vb is extracted in a next signal time B, and threshold voltages Vc and Vd are extracted in order hereafter, and extracted threshold voltages are applied to the comparator to discriminate the time division multiplex signal. Thus, since the comparator discriminates always the signal stably, the code error rate is minimized.

Therefore, from the switch circuit 5, only a signal in the area in which the accumulated value of the absolute value of the difference between the frames to the orthogonal transformation of a preceding frame outputted from a frame memory 8 on the orthogonal transformation signals of the respective blocks from an orthogonal transformation circuit 4 exceeds the threshold value is outputted. Thus, the orthogonal transformation signal selected in the switch circuit 5 is transmitted to a transmission path 7 through a buffer memory 6 in a constant bit rate, inputted to the frame memory 8 and the contents of the frame memory 8 are rewritten.
